The Kurdish Alliance [comprising the two leading Kurdish political parties] has threatened to boycott the government and parliament if the government version of hydrocarbon law was approved by the majority in parliament.
The Kurds claim that the law obliterates their rights under a number of provisions in the constitution that govern the exploration for new oil in the province. The differences between Baghdad and Erbil over the oil and gas law has triggered a series of mutual accusations regarding other issues such as Article 140 in the constitution (referendum about the future status of Kirkuk) , the relations between federal government and the regional government and the broader issue of the disputed territories.
[Were the Kurds and al-Iraqiya to withdraw from the national government, there would remain only a slight majority made up almost entirely of Shi'a parties that might completely fall under the Iranian hegemony.]

In a comprehensive interview with the daily al-Sharq al-Awsat, the leader of al-Iraqiya bloc, Ayad Allawi, maintains that the lack of confidence among the leaders of the various political groups would render national partnership in government unworkable, and called for new parliamentary elections.

On September 12, 2011, Al-Qaeda in the Arabian Peninsula (AQAP) published two separate statements on the Shumoukh Al-Islam Internet forum in which it claimed responsibility for a suicide attack against a Shi'ite Houthi gathering in the town of Al-Jawf, and reported on enemy air strikes against several public targets in the town of Ja'ar in Abyan Governorate, respectively.

On September 12, 2011, the Al-Qaeda media company Al-Sahab released a new one-hour audio message from its leader, Ayman Al-Zawahiri, followed by a previously unreleased five-minute video message from Osama bin Laden that was addressed to the American people. In his message, bin Laden says that in order to end the wars in which America is involved, the American people must realize the enormous influence that the Israeli lobby and the large corporations have over America's foreign policy, and stop supporting these bodies. Bin Laden's video appears to be the same video found during the raid on his compound in Abbottabad, Pakistan. Both videos show bin Laden wearing a knitted cap and against a blue backdrop.
